Call for Nominations for IEEE Sensors Council Awards - Deadline:
August 15, 2008
The IEEE Sensors Council calls for nomination of the 2008
major awards. There are three different awards: Technical Achievement
Award, Meritorious Service Award, and IEEE Sensors Council Journal Best
Paper Award.
- The purpose of the Technical Achievement Award is to honor
a person with outstanding technical contributions within the scope of the
IEEE Sensors Council as documented by publications, which includes patents.
It is based on the general quality and originally of contributions.
- The Meritorious Service Award honors a person with
outstanding long-term service to the welfare of the IEEE Sensors Council. It
is based on dedication, effort and contributions.
- The IEEE Sensors Journal Best Paper Award recognizes the
best paper published in the IEEE Sensors Journal. It is based on general
quality, originality, contributions, subject matter and timeliness.
All
nominations and supporting materials must be submitted by August 15, 2008,
to the Award Committee Chair <c.schober AT computer.org>. Information and
forms are also available on the Sensor Council website under
Society Awards, and in the Sensor Council's
January 2008 web newsletter.
Technical Councils in IEEE are established by the
Technical Activities Board for the purpose of providing a continuing
mechanism for two or more IEEE Societies to work together in a
multi-disciplinary technical area of mutual interest, primarily through
conferences and publications. The fields of interest of the Sensors Council
and its activities are the theory, design, fabrication, manufacturing,
reliability and applications of devices for sensing and transducing
physical, chemical, and biological phenomena. The Sensors Council currently
consists of 23 member societies, and the Signal Processing Society is one of

2. Conference News
Call for Proposals to Organize the Inaugural Workshop on Information Forensics and
Security
The Technical
Committee on Information Forensics and Security (IFS) invites proposals to
organize the
first IEEE International Workshop on Information Forensics and Security
in 2009.
Check
here for further details on the aspects that should be addressed by each
proposal. The submission deadline is June 1, 2008. Please
address inquiries and submit proposals to Prof. Ed Delp, IFS-TC Chair,
at <ace AT ecn.purdue.edu>.
ICASSP 2009 - Submission Open for Tutorial and Special Session Proposals
The IEEE International Conference on Acoustics, Speech,
and Signal Processing (ICASSP) is the world’s largest and comprehensive
technical conference focused on signal processing and its applications. As
the Society's annual flagship conference, ICASSP features world-class
speakers, tutorials, exhibits, and over 50 lecture and poster sessions. The
34th ICASSP will be held at the Taipei International Convention Center of
Taiwan on April 19-24, 2009.
Taiwan, also referred to as Formosa – the Portuguese word for "graceful"
– is situated on the western edge of the Pacific Ocean off the southeastern
coast of mainland Asia, across the Taiwan Strait from Mainland China. To the
north lie Japan and Okinawa, and to the south is the Philippines. ICASSP
2009 will be held in Taipei, a city that blends traditional culture and
cosmopolitan life.
Tutorials will be held on April 19 and 20, 2009. Brief
proposals should be submitted by August 4, 2008, to Tsuhan Chen at
<tutorials AT icassp09.com>, and must include title, outline, contact
information, biography and selected publications for the presenter, a
description of the tutorial, and material to be distributed to participants.
Special sessions proposals should be submitted by August 4, 2008, to
Shih-Fu Chang at <specialsessions AT icassp09.com> and must include a
topical title, rationale, session outline, contact information, and a list
of invited speakers. Submissions of regular papers of up to four pages long
are due by September 29, 2008. All authors are referred to the
ICASSP 2009 website for additional
information regarding submissions.

Industry Digital Signal Processing Technology Standing Committee
(IDSP SC)
The SPS Industry Digital Signal Processing
Technology Standing Committee (IDSP
SC) was formed in 1999 to promote industry participation in the IEEE
Signal Processing Society (SPS) and in ICASSP. It was officially
recognized as a standing committee of the SPS Conference Board in June
2000. In May 2002, the Society approved that the Standing Committee
begin functioning like a Technical Committee. The Standing Committee has organized the
Industry Technology Track (ITT) at ICASSP since 1999. Fields of interest
span those covered by the Technical Committees of the SPS but special
emphasis is placed on practical industry applications of signal
processing. The
ITT EDICS
lists 10 broad categories and 36 subcategories of areas of interest.

6. New Initiatives and Trends
Benford's Law and Forensic Accounting
Benford's Law is an interesting property in natural
occurring numbers that can help identify fraudulent data. One application is
in forensic accounting, to identify false or otherwise misrepresented
information in corporate financial records. The March 2008 issue of the IEEE
Signal Processing Magazine featured an "In the Spotlight" column
article on Benford's Law and its applications in forensic accounting and
other areas of forensic science from a signal processing perspective. Click

Education and Resources
Web Resource on Random Set Filtering
Stochastic filtering algorithms, such as Kalman
filters and particle filters, are widely used in signal processing for
applications in target tracking.
The extension from a single-target scenario to a multiple-target
environment is non-trivial since the number of targets may not be
known and varies with time, there are missed detections where the
target is not observed, and observations may be false alarms due to
clutter.
The random set filtering approach to
multiple-target tracking using Finite Set Statistics is receiving
increasing interest due to the
success of practical implementations of Probability Hypothesis
Density filters. A web resource site on
random set filtering has

8. New PhD Theses
Teruhisa Misu (Kyoto University, Kyoto, Japan):
"Speech-based Navigation Systems based on Information Retrieval and
Question-Answering with Optimal Dialogue Strategies," March 2008.
Advised by Prof. Tatsuya Kawahara.
This thesis addresses a speech-based information navigation system using
a set of documents as a knowledge base. Most of conventional speech-based
document retrieval systems were one question and one answer type, because
neither database slot nor dialogue procedures can be well-defined unlike
relational database query tasks. In order to realize a dialogue in such a
task, we introduce bottom-up and top-down knowledge to dynamically generate
confirmation, clarification and questions to users. These processes are
optimized by introducing criteria, which are defined based on the results of
document retrieval as well as the ASR results. We also design an interactive
scheme by incorporating the question-answering (QA) technique to follow-up
the initial query for effective navigation. The QA technique is also used to
generate system-initiated recommendations. The proposed dialogue strategies
were implemented in software support and sightseeing guidance tasks. The
effectiveness of the proposed dialogue framework was confirmed through a
field trial with a number of actual novice users.

The SPS Industry Digital Signal Processing

SC) was formed in 1999 to promote industry participation in the IEEE
Signal Processing Society (SPS) and in ICASSP. It was officially

Committee's Fields of interest span those
covered by the Technical Committees of the SP Society but special
emphasis is placed on practical industry applications of signal
processing. The IDSP SC has organized the Industry Technology Track
(ITT) at ICASSP since 1999. Please see the

EDICS for specific areas of interest which cover 10 broad
categories and 36 subcategories.
The IDSP SC
members are elected from SP Society membership in industry,
government, or academia with strong industry involvement. The Chair
and Secretary are elected from among the membership for one year
terms. Currently, Michael Deisher (Intel) is Chair and Sohail Dianat
(Rochester Institute of Technology) is Secretary. At this time,
there are 24 active members, including 18 from industry and six from
academia. Although most members are from the US, nominations are
being actively sought from the other geographic regions. Member
responsibilities include reviewing for ICASSP conferences and IDSP
SC sponsored workshops, promoting activities in the Signal
Processing Society related to industry, promoting papers with strong
industrial application content and nominating them for awards, and
organizing special sessions and workshops on industrial DSP
technology.
The most recent
activity of the IDSP SC was to organize the Industry Technology
Track at ICASSP 2008 in Las Vegas, where there were 99 papers
submitted. The final program of the Industry Technology Track
at ICASSP 2008 consisted of 3 poster and 3 lecture sessions. IDSP SC
members also organized an ICASSP special session on "Industry
Perspectives on Multimedia for Mobile Phones." In addition, the IDSP
SC organized the first Workshop on Signal Processing Applications
for Public Security and Forensics (SAFE 2007) in Washington, D.C. in
Spring 2007. Since its inception, the IDSP SC has organized
two special industry-related issues for the Signal Processing
Magazine (March
2000 and
July 2002).

Web Resource on Random Set Filtering

Stochastic filtering algorithms, such as Kalman filters and particle
filters, are widely used in signal processing for applications in
target tracking. These algorithms take their input measurements from
sensors which provide the signals such as radar, sonar or video. The
measurements are taken at regular intervals and the task is to
estimate the state of a target at each point in time, such as its
position, velocity, or other attribute. Successive estimates provide
the tracks which describe the trajectory of a target.
The extension from a single-target scenario to a multiple-target
environment is non-trivial since the number of targets may not be
known and varies with time, there are missed detections where the
target is not observed, and observations may be false alarms due to
clutter.
The first systematic treatment of multi-sensor multi-target
filtering using random set theory was conceived by Ron Mahler in
1994 [ref],
which later developed into finite set statistics (FISST).
The random set filtering approach to
multiple-target tracking using Finite Set Statistics is receiving
increasing interest due to the
success of practical implementations of Probability Hypothesis
Density
(PHD/CPHD) filters. A web resource
site on random set filtering has been established. The aim of this
website is
to provide a focal point for research activities related to this
work,
including a list of articles and links to some key results over the
last 15
years.
In order to facilitate greater awareness and appreciation of this
area of
research, the web site has a demonstration section to provide
background
information and video demonstrations of tracking with PHD/CPHD
filters on a
variety of sensor data including sonar, radar, video and millimeter
wave
images, along with simulated examples illustrating the performance
in more
controlled scenarios. It also maintains a list of researchers
working in
this field internationally, with over a dozen countries currently
being
represented.
Researchers working in this area are invited to contribute
information on
publications, theses and tracking videos. Information on relevant
events and
vacancies are also welcome and can be publicized through this
website.
