1. Society News
Election of Members-at-Large of SPS Board of Governors -- Your Vote is
Important!
The election of Members-at-Large of the IEEE SPS Board of
Governors for the term 1 January 2009 through 31 December 2011 is now open.
Ballots have been mailed to SPS members, including a slate of six candidates
supplied by the SPS Nominations and Appointments Committee, as well as a
space for write-in
candidates. This year's election offers SPS members the opportunity to cast
their votes by mail, by fax, or by the web at
https://www.intelliscaninc.com/ieee_sps_2008.htm for up to three
candidates. This year the Society is offering web balloting and members are
encouraged to take advantage of the new service. Instructions on these
voting options are included in the ballot package. Ballots must be received
at IEEE no later than 29 August 2008 in order to be counted.
The Board of Governors (BoG) is the governing body that
oversees the activities of the IEEE Signal Processing Society. The SPS BoG
has the responsibility of establishing and implementing policy, and
receiving reports from its standing boards and committees. The SPS BoG is
comprised of 17 SPS members: seven officers of the Society who are elected
by the Board of Governors and nine Members-at-Large elected directly by the
voting members of the Society. The Executive Director of the Society serves
ex-officio, without vote. Members-at-Large represent the member view point
in the Board decision-making. They typically review, discuss, and act upon a
wide range of items affecting the actions, activities, and health of the

SPS Members Receive 2009 IEEE Technical Field Awards
The IEEE James L. Flanagan Speech and Audio Processing
Technical Field Award was awarded to John Makhoul for pioneering
contributions to speech modeling. Dr. Makhoul is Chief Scientist at BBN
Technologies, Speech and Language Processing Department, Cambridge, MA. He
is a Life Fellow of the IEEE and a Member of the Signal Processing Society.
The IEEE Donald O. Pederson Technical Field Award in Solid-State Circuits
was awarded to Teresa H. Meng for pioneering contributions to the
development of integrated wireless communications systems. Dr. Meng is
Professor of Electrical Engineering, Stanford University, Stanford, CA. She
is a Fellow of the IEEE and a Member of the Signal Processing Society.
The IEEE Kiyo Tomiyasu Technical Field Award was awarded to Shih-Fu Chang
for contributions to automated image classification and search. Dr.
Chang is Professor and Chairman, Department of Electrical Engineering,
Digital Video and Multimedia Lab, Columbia University, New York, NY. He is a
Fellow of the IEEE and a Member of the Signal Processing Society.

Candy Honored by Interdisciplinary Silver Medal in Acoustics
James V. Candy, a member of IEEE and the Signal Processing Society, has
been named recipient of the Acoustical Society of America's
Helmholtz-Rayleigh
Interdisciplinary Silver Medal in Acoustics. The Acoustical Society of
America (ASA) is the premier international scientific society in acoustics
devoted to the science and technology of sound. The Silver Medal is awarded
to ASA members whose work overlaps more than one technical area.
Candy is the Chief Scientist for Engineering at Lawrence Livermore
National Laboratory and an Adjunct
Professor in the Department of Electrical & Computer Engineering at the
University of California, Santa
Barbara. His research focuses on the development of model-based signal and
image processing techniques. Using embedded physical models, these
techniques can extract critical information from noisy measurement data for
a wide variety of applications. More information of his work can be found at

Industry Technology Track at
ICASSP'09 - Call for Papers
Paper submissions are invited for the Industry Technology
Track (ITT) at ICASSP 2009 in Taipei. The Industry Technology Track
highlights industrial aspects and applications of signal processing, and is
geared towards engineers, practitioners, and in general, people engaged in
industrial and professional activity in signal processing.
Papers in this forum will cover both hardware and software
issues in signal processing. Industry-oriented submissions describing
innovative product implementations, applications, and solutions are
preferred. Papers describing products should also include novel
technical content. Submission of regular paper is due on 29 September
2008. ICASSP 2009 will also feature exhibits of the latest DSP hardware
and software tools and ingredients, plenary speakers from industry, and
tutorials in emerging signal processing technologies.

Call for Contributions - IEEE Signal Processing Magazine (SPM)
The IEEE Signal Processing Magazine is received bimonthly by every
Signal Processing Society
member. Different from other publications that focus on new
research results, SPM publishes tutorial articles with comprehensive
surveys of important theories, algorithms, tools, and applications
related to signal processing. Each issue includes articles from three
main categories -- special issue articles, feature articles, and
columns/forums articles. The recently introduced "Inside Signal Processing E-Newsletter" is a
monthly electronic publication of SPM serving all members in the Society.
Papers in a special issue are focused on a central theme in a mature,
critical area that is interesting to a broad audience. Feature articles
address relevant subjects related to general signal processing fields of
interest. Papers in columns and forums focus on a wide range of topics
in signal processing and are divided in categories with different
objectives and dynamics. The E-Newsletter provides members with timely
updates on society news, publication opportunity, and activities in
industry/academia/government.
SPM is inviting active contributions to each section.
General information for prospective authors may be found at the
SPM website.
- Individuals interested in organizing a special issue as guest editors should
submit a proposal to the Area Editor of Special Issues, Doug Williams [dbw
AT ece.gatech.edu]. New topics not covered in recent issues will be
preferred. A list of recent topics may be found at this
SPM link.
- Individuals interested in submitting a survey/tutorial article (not part
of a Special Issue) should submit a white paper outlining the content of
the proposed article to the Area Editor for Feature Articles, Li Deng
[deng AT microsoft.com].

Technical Committee Endorsement on Upcoming SPS Award Nominations
Nominations for 2008 major SPS awards are open. As
announced in the recent E-Newsletter, the award nominations should be
submitted to SPS Vice President-Awards and Membership by 1 October 2008 and
will be vetted by the appropriate
technical committees. Potential nominators are encouraged to
contact related technical committees for the deadlines and procedures of TC-level
nominations and endorsement.
The major SPS annual awards include honoring outstanding individuals who
have made significant contributions related to signal processing through the
Society Award, the Technical Achievement Award, the Education Award, and the
Meritorious Service Award; the Society also recognizes outstanding
publications in SPS journals and magazines through Best Paper Awards, Young
Author Best Paper Awards, Signal Processing Magazine Best Paper Award and
Best Column Award.

6. New Initiatives and Trends
Spoken Language Technology
Recent advances in Spoken Language Technology promise
to provide personalized access to information and numerous ubiquitous
services. Advances in natural language understanding, machine learning
translation technology and information search and data mining contribute to
a new generation of services and communication, from automated contact
center services, to multilingual communication or fast access to information
in large databases.
The
Special Section on Spoken Language Technology in the May 2008
issue of the IEEE Signal
Processing Magazine provides new and broad views on research
advances in the area, as well as technical challenges, and impact of these
new technologies in applications.

8. New Ph.D. Theses

"Model Selection and Sparse Modeling," October 2007.
Advised by Prof. Petre Stoica.
Parametric signal models are used in a multitude of signal processing
applications. This thesis deals with signals for which there are many
candidate models, and it is not a priori known which model is the most
appropriate one. The first part of the thesis treats cases for which the set
of models is relatively small, so that it is possible to evaluate each model
in the set separately. The second part deals with sparse models, i.e.,
models sharing the same parameter vector, but for which any combination of
zero valued and non-zero valued parameters is possible. Sparse models appear
in a variety of applications, such as statistical data analysis,
communications, and active sensing, such as radar and non-destructive
testing.

Mathematics of Digital Images: Creation, Compression,
Restoration, Recognition
by S.G. Hoggar, Cambridge University Press, 2006.
Description from the publisher: Compression, restoration and recognition
are three of the key components of digital imaging. The mathematics needed
to understand and carry out all these components are explained here in a
style that is at once rigorous and practical with many worked examples,
exercises with solutions, pseudocode, and sample calculations on images. The
introduction lists fast tracks to special topics such as Principal Component
Analysis, and ways into and through the book, which abounds with
illustrations. The first part describes plane geometry and
pattern-generating symmetries, along with some on 3D rotation and reflection
matrices. Subsequent chapters cover vectors, matrices and probability. These
are applied to simulation, Bayesian methods, Shannon's information theory,
compression, filtering and tomography. The book will be suited for advanced
courses or for self-study. It will appeal to all those working in biomedical
imaging and diagnosis, computer graphics, machine vision, remote sensing,
image processing and information theory and its applications.

10. Research Opportunities
Ph.D. Research Fellowship in Ocean Tomography
at Technical University of Lisbon
The Institute for Systems and Robotics, a research institute of Instituto
Superior Tecnico - Technical University of Lisbon, offers one research
position within project PHITOM - Probabilistic High-Frequency Ocean
Tomography for Underwater Communications and Navigation. The chosen
candidate will develop algorithms for Bayesian inverse problems in
underwater acoustics, validate them on experimental data, and participate in
the development of a self-contained software solution to extract
environmental and navigation data from communications signals. The grant is
offered for a period of 3 years, from October 2008, according to standard
rates of the Portuguese Science Foundation for domestic BI/Lic (http://alfa.fct.mctes.pt/apoios/bolsas/valores).
Ideally, this work is envisaged as part of a Doctoral Dissertation. The
